Maintainance Mode to temporary stop accept questions

After we deploy the chatbot in production, we will continue fine-tuning the bot with new knowledgebase, new rule, change LLM models,etc.

It will be good that there is a option to allow to set a Maintenance mode to stop chatbots to receive any input questions and announce when the chatbots service will be resume
